The Next Phase of Puerto Rico’s Economy Is Underway

A quiet transformation is unfolding in Puerto Rico's economy. It is not being driven solely by the multinational corporations that have long defined the island's industrial landscape. Instead, a new generation of companies is beginning to shape what comes next, bringing fresh capabilities, new industries, and a renewed sense of momentum.

For decades, Puerto Rico's economic story has been closely tied to large multinational firms, particularly in advanced manufacturing and life sciences. That foundation remains essential. It positioned the island as a trusted hub within global supply chains and a proven U.S. jurisdiction for highly regulated industries. But it is no longer the full picture.

A New Layer of Growth

Another layer of growth, less visible but increasingly important, is taking shape. A wave of small and midsize companies is choosing Puerto Rico not just to operate, but to build, innovate, and scale. These organizations are helping define the next phase of the island's economy, expanding its capabilities and diversifying its industrial base.

These companies are not simply entering established sectors; they are expanding what is possible. New capabilities are emerging across artificial intelligence, defense technology, human-centered engineering, and advanced aquaculture. In doing so, they are driving innovation and beginning to reshape the foundations of the economy, strengthening local expertise, creating demand for specialized talent, and opening opportunities across infrastructure and supply chains that did not previously exist.

Innovation in Action

Companies like Topdoerr, which develops applied artificial intelligence solutions from Puerto Rico, offer a glimpse of this transformation in practice. Its technology enables businesses to forecast demand, optimize operations, and identify risks across industries such as e-commerce, aviation, and fuel distribution. The company’s acceptance into NVIDIA Inception signals something larger: globally relevant technology is being built from the island. At the same time, its work is accelerating the development of a local AI ecosystem by creating demand for specialized talent and connecting advanced tools with more traditional sectors.

In another highly specialized field, iTerra Solutions is helping position Puerto Rico within defense technology and electronic warfare. The company develops tools that detect and analyze radiofrequency signals, the backbone of many security and defense systems. Its work ranges from identifying unauthorized devices to protecting critical infrastructure and interpreting potential threats across the electromagnetic spectrum. Originally founded in Virginia, iTerra later moved to Puerto Rico, drawn by the island’s talent, quality of life, and opportunity for growth. Its decision reflects a broader trend: companies operating at the frontier of innovation are finding compelling reasons to build in Puerto Rico.

The island has also become a platform for advanced, knowledge-based services tied to innovation. Aptima, a firm dedicated to human-centered engineering, is expanding on the island with expertise at the intersection of technology and human performance. The company addresses complex challenges related to training, decision-making, and system design in highly technical environments. Its presence underscores a broader shift: Puerto Rico is attracting not only production, but also high-value engineering and specialized services that are increasingly critical to modern industries.

A different kind of transformation is taking shape through Cultimar Technologies. Inside a 30,000-square-foot facility, the company is producing fresh fish through land-based aquaculture systems. This model reduces dependence on imports, strengthens supply resilience, and introduces a more technology-driven approach to food production. It also opens new economic pathways while addressing structural challenges such as food security and sustainability.

Building the Ecosystem

Individually, these companies are promising ventures. Taken together, they represent the early formation of Puerto Rico's next generation of industry. New value chains are emerging, driven by organizations that are hiring specialized talent, collaborating with research institutions, and reactivating underutilized infrastructure. Their collective impact is not only economic, it is structural, redefining what the island is capable of sustaining over the long term.

This shift is not happening in isolation. Puerto Rico has been steadily building a robust entrepreneurial and innovation ecosystem. The island attracted more than $520 million in startup investment in 2022 and has recorded over 120 funding rounds since 2020. At the center of this ecosystem is Parallel18, whose programs have supported more than 600 startups across 17 countries, providing access to capital, mentorship, and global networks.

Surrounding this ecosystem is a strengthening talent pipeline. Universities such as the University of Puerto Rico are working closely with entrepreneurs and early-stage companies to develop the commercial, technical, and applied skills required by these emerging industries. This alignment ensures that Puerto Rico is not only attracting new ventures but also cultivating the workforce necessary to sustain and scale them.

A notable aspect of this transformation is who is driving it. Many of these companies are led by Puerto Ricans who studied or built their careers abroad and are now returning to the island with technical expertise and global networks. Their decision to build in Puerto Rico reflects a growing confidence in the island's ability to compete and win in emerging industries, combining global ambition with the advantages of operating within a U.S. jurisdiction and direct access to the mainland market.

Puerto Rico as the Platform for What Comes Next

Puerto Rico's economic foundation is not being replaced; it is being expanded. The industries that have defined the island for decades remain critical, but they are now complemented by a new generation of companies building capabilities in sectors that will shape the future of the global economy.

This evolution showcases more than diversification; it represents a shift in how Puerto Rico is perceived and how it competes on the global stage. The island is increasingly recognized not only as a manufacturing powerhouse but also as a center for innovation, specialized services, and emerging technologies.

What is becoming clear is that the next generation of companies is no longer focused only on what to build, but where to build it. And that decision is increasingly being made in Puerto Rico.
